developer of school desegregation plans; led the Governor’s Council on Latino Affairs, the Latino Task Force, the Governor’s
Council on Child Protective Services, and the Delaware Advisory Committee to the US Commission on Civil Rights for over 17
years cumulatively; Vice-President of Delaware’s United Way; worked with Latinos in prison; a founding member of TransAfrica,
produced “Delaware Hispanics” video program; featured in national bilingual poster “Be Somebody/Quédate
en la Escuela”; started Latino Studies Program and was first director of Latino Affairs at Indiana University; fought
and won two court cases largely pro-se, one desegregating a Chicago community and the other generating employment opportunities

in Delaware; appointed to legislative committee which resulted in the creation of the Delaware Department of Children and
